NATIONAL APPRENTICESHIP PROMOTION SCHEME (NAPS)
About NAPS:
- NAPS is implemented by Director General of Training (DGT) under the aegis of Union Ministry of Skill Development and Entrepreneurship (MSDE)
- Under it, Central Government for the first time will provide financial incentives to the employers to engage actively in apprenticeship training
- Central Government will also directly share 25% of the total stipend (maximum of 1,500 rupees per month per apprentice) payable to an apprentice with employers
- In addition, it will support basic training which is considered an essential component of apprenticeship training
- The Central Government will bear the 50% of the total expenditure incurred on providing basic training to an apprentice and award the Basic Training Provider Rs. 7500/- per apprentice on successful completion of 500 hours/3 months
- Apprenticeship Training is considered to be one of the most efficient ways to develop skilled manpower
- It provides for an industry led, practice-oriented, effective and efficient mode of formal training
- NAPS seek to catalyse the entire apprenticeship ecosystem in the country
- It is expected to become one of the most powerful skill-delivery vehicles in the country and will offer a win-win situation for all stakeholders
Objectives of NAPS
- Sharing of stipend with employers to a maximum limit of Rs. 1500 per month per apprentice.
- Sharing of Basic Training Cost with Basic Training Providers to a maximum limit of Rs. 7500 for 500 hours/ 3 months per apprentice
Role of the Jump Start
We work as a conduit between the Employer and the State Apprenticeship Advisers (SAA) who are the implementing agencies for state public sectors and private establishments under their jurisdiction.
The scope of consulting for implementation of NAPS is as follows:
STEP 1: Onboarding of Employer
- The Jump Start on behalf of the Employer will get the registration process which includes signing the MOU between the SAA and the Employer, submission of requisite documents and seeking approval for onboarding from SAA.
- On completion of step 1.a. and 1.b. we will share the unique id of Skill Development Management System login and assist in the formal kick-off of the NAPS.
- The Jump Start will guide the Employer time to time on releasing the vacancies under NAPS with SAA and seek requisite approvals.
STEP 2:Identification of Apprentice
- We will support the Employer in identification of the apprentice based on the eligibility criteria and job roles specified under the National Occupational Standards (NOS) and the set of Qualification Packs (QPs).
- The Jump Start under its Graduate Talent Program will ensure seamless talent identification and selection of graduate talent or under-graduates for apprenticeship. We will present the apprentice for evaluation and final release of the Contract of Apprenticeship.
- Based on the Student Onboarding Assistance Program, we will assist the Employer to onboard, orient and deploy the offered apprentice to join as per the Date of Joining defined by the Employer.
STEP 3:Logistics Management and Claim Processing for Reimbursement
The Jump Start will manage the end-to-end logistics and data-processing activities for claim processing with the SAA on behalf of the Employer. The activities include and not limited to:
- Validate and verify all data that must be submitted to the Project Management Unit of SAA in terms of apprentice credentials, training progress, time-sheet/attendance records, assessments and submit the same accurately to SAA for approvals
- To coordinate with the SAA to ensure acknowledgement and receipt of the data uploads
- To follow up with the Project Management Unit of SAA with regards to release of payments
- To ensure that the Employer implements NAPS in absolute compliance to the guidelines and governance framework
